SCOPE OF COMMISSIONING SERVICES
In keeping with the requirements of the AABC Commissioning Guideline, PBC,
Inc., will provide the following Commissioning Services as necessary depending on the
state or phase of a given project.
Pre-Design Phase
- Review the Design Intent Document (DID) and collaborative assistance with
regard to its specific contents.
- Provide a pre-design outline.
Design Phase
- Review mechanical, electrical, plumbing (MEP) system’s design to assure that
the systems can be properly tested and balanced, operated and maintained,
controlled and commissioned.
- Review the Commissioning Specifications with comments and suggestions to
the Design Engineer for his consideration of the items to be covered.
- Prepare a Commissioning Plan that expands on the Pre-design Outline after
the final design information becomes available. Our Commissioning Plan will
include specifics and details of the commissioning process.
Construction Phase
The tasks allocated to the CCA during the construction phase are perhaps the
most important relative to the overall commissioning process.
- Coordinate the cooperative efforts among the parties to integrate commissioning
into the total construction schedule.
- Review the proposed TAB Procedures and Report Format prior to field TAB
work to assure that this work will proceed in accordance with the designer’s
specifications.
- Review HVAC submittals to reconcile with the designer’s specified equipment,
controls, etc.
- Make periodic site visits to observe the installation and assess construction
compliance with Design Intent Documents (DID’s).
- Schedule regular commissioning meetings to coincide with the GC’s or CM’s
regular progress meetings.
- Prepare System Verification Checklists (SVC’s) for the appropriate contractors
to complete to ensure that systems have been installed per design drawings and
specifications and are ready for safe start-up.
- Witness start-up of equipment and document results via our CCA-provided
pre-start-up and start-up checklists.
- Review mechanical contractor’s O&M documentation and training program in
accordance with project specifications and recommend any necessary changes.
- Provide Functional Performance Test (FPT) checklists to the appropriate
contractors/subcontractors as guidelines to prepare the formal FPT’s during
the Acceptance Phase of the commissioning process.
Acceptance Phase
- Direct, witness and document the formal Functional Performance Tests (FPT’s)
of all MPE systems.
- Coordinate and schedule O&M training to assure that it is carried out in
accordance with the details of the specifications.
Post-Acceptance Phase
Sometimes it is not possible to carry out meaningful Functional Performance
Tests (FPT’s) during the Commissioning Acceptance Phase because of weather
conditions or other uncontrollable conditions. These FPT’s must be performed later
in more appropriate periods and will be directed, witnessed and documented, as they
would have been during the Acceptance Phase.
After all the above-listed work has been completed, PBC, LLC, will prepare
and submit the final Commissioning Report. It will be prepared in accordance with
the approved Commissioning Plan submitted during the Design Phase and will include,
but not necessarily limited to:
- System Verification and Start-Up Checklists (SVC’s and SUC’s).
- Functional Performance Test (FPT) checklists.
- Problem Resolution Tracking Forms (RTF’s). (All documented commissioning
history of the project will include dates and sign-off signatures of those
conducting and witnessing the tests.)
- All necessary O&M training documents.
- An executive summary of any pertinent issues related to the MEP systems and
their commissioning.
